Something have to be done about the long Que for Low Level Content

Coil and Ultima bane is side content and not required for progression of the main game. Many current level 60 players probably have never stepped foot in Coil.

They can't really build an incentive into optional content.

Actually my Friend told me Ultima Bane is required for Alexndar Raid later on, the normal mode.
