Haurch is dead and buried. I sincerely doubt they would invalidate the emotional impact of that scene by bringing him back "just because".

I mean Ysayle went down in a blaze of glory but Haurche died in a way that tugs on the heart strings. And the game keeps reminding you of it, unlike with Ysayle. You can cry vengeance for his death, you are seen at his memorial during the credits. The game is saying "He's dead. Be sad. BE SAD" and so far I am sad but I'm not sure why the game keeps manipulating me into that feeling. Vault ended a while ago.
I'm not saying he is coming back to life (after the reset button being hit on Ul'dah that would give me a bad taste in my mouth) but somehow he will probably be manipulated, or his memory will be, to hurt you. Or his spirit will come around to say hello, since Y'shtola can see that stuff now. We also know Ascians can and do possess dead bodies now...
Or I am completely wrong and he continues to rot in peace while we hang out with his family and he never, ever comes up again. That is certainly possible, I don't think he was supposed to be a major lore figure or anything (at least not like Aymeric, Count Fortemps and Ysayle). It could well be his only real purpose was to get us into Ishgard and, having served that purpose, he was axed for drama and the story will leave it there.
Ysayle we can't possibly have seen the last of. She has Echo, and, like Nanamo and unlike Lord Haurchefant she isn't cursed with a red shirt....I mean non-unique character model.
