I'd love that! But treat the 1.0 brand as something NPC locked that you get something similar for.
Well, frankly- even the char I have with the tattoo- I would like the option to change it to something else.. because I also happen to think the 1.0 looks completely stupid. Like something an idiot got while they were drunk.

People say that items don't have any meaning anymore, and it's no surprise when something is out of someones grasp (be it a limited event or hard content) they QQ to the devs to give it to them.

Those who want it so badly should have played 1.0.
The above comment just demonstrates #1.

My friend's character has the stupid thing and he didn't pay a cent in subscription and hated 1.0. I had to beg him to give 2.0 a chance. Whole lot of MEANING there- it means he bought a garbage game. It's a symbol of being ripped off to some people, you know and not a GOOD reminder.

Did I say you had to beat anything? You just had to play the game. Guess what, people didn't, people didn't even give it a chance, so they didn't get a tattoo. Tough luck.

And that's fine. Not saying you shouldn't be able to change it if you don't like it. I am not against that. As I have said already, there are plenty of 1.0-locked things I would like to have but I can't. It was the same way when I played WoW for a few years, it was also the same for everyone playing WoW at the time when ONE person could get the title of Scarab Lord during the Ahn'Qiraj stuff. There are going to be things that are going to be out of some players reach, and eventually you just have to learn to shrug it off and move on. They will do the same for the 2.0 players at some point too.
