I don't have a house, but I am still opposed to this idea.

    Why?

Obviously the conditions for housing being relinquished would have to be quite reasonable, but do you really think it's fair that plots remain unused for well over a year (a certain Large in Mist on Phoenix comes to mind...*cough*) take up a very limited resource that only like....<5% of the player base get to make use of? Probably an accurate %, even though FCs can own them there are absolutely tonnes of personally owned houses - which is another thing, having FC and individuals share the same resource. When the second wave of housing came around we were led to believe it would be so much more, but all we got was a flipped copy of the existing zones with individuals being able to snap them up too. After quite a long wait I should add.

A reasonable line would need to be drawn, but over a year? Come on, that's ridiculous. I don't care how much investment they put into it, if actually playing the game isn't an investment they want to make either then they don't have the right to indefinitely lock other players out who would actually use it.

Things bought by players should never be taken away, irregardless of how long inactive. So yes, I do think your example of a player gone for a year is fair. What they need to do is not make housing a limited resource to begin with.
