    Gaining back hate after being raised isn't really a thing before Toto-rak, though. WHM/CNJ can't raise in battle until 28 and arcanists don't get raise until 22. Not sure about astrologians. But the point is that in low level dungeons, you're going to release and regroup before the next set of mobs, so IMO provoke isn't the best choice to be the first cross class skill. I think a defensive cooldown is better.
