Adding content to a broken game doesn't really make it more fun, at least not in the long run. As long as you continue to have to cope with fundamental problems, the frustration that grows with those issues eventually outweighs any temporary fun you derive from events, or dungeons (which have limited replay value, even in the most polished games)
You do know that's an awful, awful idea right? If they stop adding content it doesn't matter how fast they fix the battle system, people will be gone. They need to add content concurrently with fixes otherwise people will very quickly lose interest and quit. All the fixes in the world don't mean much to players if there's no new content, that's what kills a lot of MMOs.

The battle system is mostly fixed at this point aside from the stat allocations and some balancing/tweaking, the core of it is done. If you don't like the outcome that's unfortunate for you because this is pretty much it, aside from the above mentioned and jobs.

The crafting system is about to see its major overhaul and after that, aside from some tweaking and balancing, it'll also mostly be in a finished state.

After that yes they do have to address LS, server, optimization and graphics issues.
