Well, the RNG is the problem, and i dont mean RNG in the sense most people here use the word.

RNG means random number generator, and thats the root of the problem, you cant really make a computer generate a truly random number, I believe the devs use a system where the computer chooses a number from a predetermined list of randomly sellected numbers, coupled with a timer which makes the milisecond that the RNG is chosen affect the position on the list chosen.
Overall this system means that over time results will aproach 90% of reclaims and 80% of hasty touches with SHII succeed.

However this system seems to be prone to streaking, where the same result is drawn multible times in a row.
Personally i have seen reclaim fail 3 times in a row too (and im nowhere near the 1000 uses where this statistically shoul happen, not even 50 i believe).
Even worse, i had hasty touch with SHII active fail on me 8 TIMES IN A ROW statistiaclly that shoul happen 0.000256% of the times you use HT 8 times.
