It won't be until 3.1 and you know that. You're asking for something in full knowledge of their content cycle. Why are you putting yousrelf in a position where you know you're going to not receive what you want? I don't understand that. I'm sorry, it dosen't click with me.
Also I have to ask, are you doing Alexander Story? Those drop Tomestones and 190 gear and they're for the most part pugable. You could probably count them as semi-dungeons, which is probably what SE was hoping you would do, but diddn't.
I understand your plea, but it does not fit within logical reasoning. Everything SE does is paternalistic, and you're wanting them to stop everything and cater to this 'one thing' you want. It's not going to happen. I'm sorry. Try out some of the 8 man content, and please keep in mind that the current dungeons will likely drop into the current or a new form of High Level Roulette with 3.1 -
If we follow precedent, we know what's going to happen:
We get our 24 man content (which I am AMAZED we have heard nothing about this far into 3.0. I think we wouldn't have half this pressure if people had that to look forward to.)
We get 3ish more Expert Dungeons, and the old ones fall back into a Roulette style.
We'll also get the start on the new Relic quest line, which will have us going back into old content to serve as charity workers to progress the weapon.
Towards the later end of the patch. Hunt Marks followed by the 24 man content will give us ways to upgrade Esoterics gear that's not bound to Alexander Savage.
And then the cycle starts over with 3.2-3.3 with the next set of Alexander raids, and the next stage of the 24 man raids.
Along the way story will progress, along with new Trials which will be accompanied by an Extreme version of those trials.
Somewhere in there SE will release some new content. Likely going to be some new Beastman Dalies to do. In addition, there may be a new system of casual-like content to do that will have some elements to assist alternative progression similar to how Hunts did. My bet is that it's tied somehow to Company Airships seeming they said they weren't done on expanding that system yet.
So far I've heard zero whispers of anything that we would consider expanding Endgame content proper, and I'm not sure if it's even on the plate for them. I'm still gunning that they do so, but I feel as if they need to go the route of least resistance in doing so (using already existing systems and ramping up the difficulty on them so they can function on the level Raids do.) Elsewise I don't think it will happen.
The reasons why I don't? Simple. There's a behavior pattern here going on: SE wants players to populate their content. The more 'options' you give them, the wider you spread them out, the harder it is to populate content. That means content withers and the work they do becomes pointless - and it was clear from the Relic quest that they really don't want that. So, having it part of the blanket systems we already have makes it easier for them to populate that content without neglecting others.

I got a bad compulsion: I seek to understand and be understood, in the majority of the situations I come across. And it bugs me when that becomes difficult. So, when I get bothered with something, like, say, specific failings I see in a patch, it becomes my compulsion to understand the reasoning behind that flaw, rather than to dismiss it outright as something 'bad' or 'lazy' those words are curse words in my vocabulary because they're flat out dismissive - they don't seek understanding.
That's why people on forums trip me off so bad. I can't understand how they can be so dismissive, of themselves as well as the developers and the game. Then, at the same time, they present themselves in the most general fashion which makes it difficult to understand their point of view, or flat-lines the depth in their viewpoint.
I tend to take the forums in shifts, usually coming in out of a sense of extreme boredom at work.
