Since they didn't put exp in those dungeons it's clear that they want people in the new content.
There is no EXP because they want you to progress in levels through new main scenario/areas/dungeons and not grind off old dungeons like people do with FATE's in N.Thanalan. It doesn't mean they do not want you to go back and explore the old dungeons.
