Yet...I wonder why they decided to give WAR the highest base potency of all skills.

Because we have the lowest average potency per rotation of all the classes (besides monk who has low potency because GL). Our Off GCD's are laughable at best too.

People forget:
DRK:
Power Slash, 300 potency attack
Scourge 40 potency DoT (500 total potency including aplication)
Salted Earth, 75! potency DoT
Plunge, 200 potency off GCD
Carve and Spit, 450 potency off GCD

PLD:
Royal Authority, 340 potency attack
Goring Blade, 40 potency DoT (500 potency including application)
CoS, off GCD 30 potency DoT (250 potency including application over duration)
Spirits Within, 300 potency off GCD

WAR:
Butchers Block, 280 potency attack
Fracture, 20 potency 30 sec DoT (300 total including application) <- not worth using
Fell Cleave, 500 potency attack every 6-8 GCD's, on GCD, can't be executed while in tank stance
Brutal Swing 50 potency... This is our only off GCD.

DRK and PLD both have a 500 potency attack too. The difference is, DRK and PLD can still use theirs in tank stance.

Your info is a bit misleading. WAR has Maim, which increased damage dealt by 20%.

BB is actually 336 potency: 280 + 20%
Fell cleave is 600: 500+ 20%.
And for Fell Cleave, it is not a problem for WAR to stance dance, as they dont lose a GCD.

Not to mention the bonus 10% chance to CRIT that WAR gets in Deliverance.

If you aren't keeping slashing debuff, then this doesnt apply, but that would be bad.
