can any eplain this part ? does it mean that racial different will be effect the max stat of each race ?

it just means we all starts with slighty difference stat, like 16 str on roegadyns and 13 str on lalafells, but as they level up everything will be evened out among all races, everyone will ends at say 120 str on pugilist regardless race.
