I've actually had people say "you expected to clear this in DF?" Why can't I expect to actually have a chance at winning when I use the duty finder?

Because you can't filter out the inexperienced players like you said. There's no rule saying a new person can't queue for T13 and the chances of getting a full party who know the fight 100% are going to be much slimmer than getting a new person.
