I suspect it's to address the concern I've always had with FFXI /sea usage: it results in harassment. I don't know if you remember, but in FFXI people didn't just search for lfg people their level and to see if other parties were in the camps they were heading to, but often it was used to harass every single person of a certain job/level range until people could fill a missing spot in a party (for find a PL). Yes, you could hide your job/level, but it was annoying to toggle that option when you actually wanted to go lfg.

I'm sure there were other abuses of the /sea command. For instance, people would search a region to see if someone was camping "their NM" or cash mobs--if they saw the same person there regularly, the reported them as RMT. (Remember: Anyone you didn't know that farmed what you were after was often labeled "RMT" with or without merit to the claim. Apparently everyone thought they were the only ones willing to camp the same place over and over for a popular reward.)
