That's an even worse penalty. It would make Bards eat more AoE's, etc because they wouldn't want to move.

I haven't hit 60 so I can't speak to Empy and Sidewinder. The others you listed are laughable. Sure they contribute but Flaming Arrow has what a 30 second cooldown? Repelling Shot wouldn't even be worth the movement and any lag would cause delay in your next heavy shot. Blunt Arrow, sure it can be used if it isn't needed for it's proper purpose of silence.

Like I said I haven't hit 60 but I did run raids at 50 and the cast timers you are whining about for a 10-12% dps increase is not worth the river you have created.
