expect to pay someone 8-10mil for relinquishing a small plot + 4-5 mil to buy the plot.

I imagine it various from server to server. Considering no one from actually Exodus has posted here I wouldnt take it to serious.
Also there many factos to go into the price. Location, Ward number, Which residential area, and is person desperate sell (moving to big house) or house squatting.
On Faerie, personally I would give number anywhere between 200k - 800k.
It's economics, there's no supply and a ton of demand, of course people will take the highest price they can get. I personally bought my small house right on launch of the personal housing system, but I'd gladly pay 20mill to own one had I started playing after all wards were taken. Gil comes and goes but your house is there forever.

I would actually only expect the price to rise with time; not only will there be more gil in the economy, there will be fewer and fewer plots going on the market. It's economics, there's no supply and a ton of demand, of course people will take the highest price they can get. New wards (+Ishgard housing zone) are expected to be added in 3.1, some folks will try to sell their houses before that happens. It may drop prices a bit.
