I played on an open pvp server on Rift, and I remember their event bosses when Defiants and Guardians were supposed to work side by side. Was hilarious--random ganking the first couple pulls, until we convinced everyone to behave, and then trying to avoid each other's AoEs while burning adds + the world boss. Was a lot of fun, really, but certainly not for everyone. And WoW's was much worse because of the lack of communication (being able to talk across factions in Rift didn't actually lead to a ton of trolling, oddly, just a lot of 'oh yoooou'/'okay that was fun, could we get serious and do this now?' type interactions, and a few 'mydadfaction can beat up yourdadfaction 'arguments'. We all knew what we were doing when we signed up for open pvp).
That said, adding it to this game would be stupid. There's no 'real' factions, and the three Grand Companies (closest we have) are all working together as an alliance. Our entire story line is about making that alliance stronger. It'd completely destroy immersion for people leveling up to see some Maelstrom officer running around murdering Immortal Flames outside Ul'Dah. Completely counter to the story and setting in every way.
Plus, on the gameplay side, pretty much every open world pvp game has the starting areas being basically safe. Very difficult for the opposing faction to get to, etc. And then the cross faction zones have you starting on opposite sides with the 'actual' contested area starting out very small and easy to avoid where you'll rarely run into alternate faction people, and then growing as you move up to kind of ease people in. There's also little/no reason to go back to low level zones in those games which limits (but doesn't eliminate) max/high level players ganking low level ones. The issue with FFXIV is that, considering that, starting at level 15, we NEED to be able to get from area to area, and have to do a bunch of stuff in level 1-15 areas even at 50/60 you'd have no area safe from the slaughter. There'd be no easing into cross faction zones. It'd just be as soon as you're PvP flagged, oh hey there's a max level player grinding fates for their relic weapon or whatever murdering the shit out of you.
Basically, FFXIV is designed exactly the opposite of a good open world PvP game, and it'd just be a mess mechanically and storyline wise.
