If you go to the main Forum page (on a computer; not sure if it shows up on a mobile device), on the right-hand side of the page you should see a column of posts labeled "Dev Tracker". These are ALL posts by English-speaking representatives of SE. At the moment I write this, the Dev Tracker is filled mostly with entries regarding the Heavensward FC Recruitment Video contest BUT it is not at all unusual to see them directly addressing player concerns.

Something to bear in mind, though, Devs don't respond to ALL player concerns for several very good reasons. They will only respond if they a. know the answer, b. are allowed to share the answer, and c. are reasonably sure that the answer won't cause a flame war to erupt. My guess right now, on the topic of machinist, there are NO plans currently in place to change Machinist. So, they say nothing, because answering would cause c. (and likely also because of b.).

Why are there no plans? They may have other, higher priorities at the moment. They may feel (possibly correctly) that players have not yet stumbled upon the best way to utilize the job. Or, it's possible that there ARE plans, but SE is still testing them and doesn't want to prematurely get folks hopes up in the event that those changes don't work out.

There's no harm in posting one's grievances to the forums. The devs DO read a lot of them (not all - there's only so many of them, and they have other jobs than just reading the forums all day long). Just because you don't see a response, though, doesn't necessarily mean that the devs aren't reading, or don't care.
