And this is limited while the brainless method making the community toxic remains is an unlimited way to get seals, there should be another way that doesn't involve mindless zerging of a monster.
The other method technically is limited as well, they're giving us options, if you like doing things solo then do your quests its a good amount of seals, if you dont mind playing with the commumity (toxic or not, since that's your opinion) you the server wide marks
The way it is now is less "playing with the community", and more "playing against the community".
That would annoy certain servers, though. I think it's only the American servers where people wait, while the Japanese servers treat them as a first come first serve kind of thing (as SE intended).
What SE should do is never put gear upgrading stuff into Hunt content.
Hunt was added because the players wanted it.
For so long did people yearn for open world content which was missing for the most part in xiv.
The thing people fail to understand is that this is low tier gear. It's the easy fluff added as filler until the raid comes out and you can do real end game.
This is a two week window to let people catch up and once Alexander is out then hunt will take it's more laid back and rightful place.
Don't worry people, it will solve itself. There is no real need to do hunts if you think it annoying. I can almost guarantee you will be fine with ilv170 for Alexander hard mode.
And that is just around the corner.
So?
If a piece of content is so shallow that the only means of getting people to do it is to gate gear upgrades behind it, then maybe it shouldn't exist in the first place.
Edit: Would like to specify upgrading a piece of gear you already own.
Hunts were just far better when you had the option of running coil or doing the hunts, rather than just hunts only for oils/sands/twine/coat etc.

Hunts arent fun or interesting because they get zerg killed in seconds. Done with minimal number of players they are fun fights (going on 2.0 when hunting died off and hardly anyone was killing them). You don't have to deal with, or even see the Hunt mob mechanics due to them dropping so fast,
They are fun when done with a reasonable number of people to make them slightly challenging.
People cried and whined for world bosses. SE added them. There's only three ways of doing world bosses.
1) The boss is claimed to that one group that pulls first. This means 99% of the server will receive nothing, and one large, active group will dominate everything. (EX: FFXI)
2) The boss doesn't have a claim, and everyone who participates is rewarded. This means that it's a big zergfest. It's what we have now.
3) The boss has a specific spawn time so everyone can get there and be ready before it shows up. Personally I like this idea the best, but it screws over people who have certain schedules (or things called jobs) and can't make these times. (EX: PSO2)
And how do you propose they fix that? Make them massive damage sponges? Restrict participation? You can't just say "it's a problem" without offering some solution.Hunts arent fun or interesting because they get zerg killed in seconds. You realize that applies to nearly every piece of non-story content right? And sadly there are players that don't even care about that much.
I don't think the issue is so much that hunts give gear rewards its more the lack of meaningful alternatives given the time/effort involved, hunts (not hunt bills) are currently the easiest and more importantly the fastest means of going from 170 - 180, had there been another more efficient alternative players would just flock to that instead.
Edit: Didn't catch your edit, but yeah alternatives to hunts during the coil period helped slightly but the reality was that people were STILL spamming hunts because it was faster more often than not.
