The only people who have problems making it to hunts on time are the people who aren't hunting but doing whatever they want, seeing an a rank called in a ls and then begging for a party. If you want to hunt then actually join a hunt party and hunt, be in the PoI and go. All the toxic people that complain are people who think just showing up for that 1 hunt that they weren't trying to help out with and just saw in ls. I've watched an A rank be held for over 5 min and then see people complain and create the toxic community. The system could use work however if you want to hunt then actually hunt. That's why they are there. It's not someone's responsability to hold it. In real life if you go hunting and you wait for 20 people to show up, who gets to eat the animal that has no meat left because it has 20 bullets in it? The toxic ones are the people who aren't hunting and expect a mob to be held. This isn't SE fault this is the fault of the, everyone deserves everything even If they didn't work for it mentality

Ehh. . .I wouldn't say that's entirely true on some servers. For example, if something popped right now in Churning Mists Instance 2 on Balmung, good luck getting to it, no matter how quickly you respond. Unless you're lucky, it's probably gonna take you longer than the 3 minutes most people agree is fair game just to zone into the right instance, because for some reason SE decided you shouldn't be able to choose which instance you get in for Churning Mists. And since it doesn't put all your party members in the same instance, this is even true if you're already in a party and actively hunting in a different zone or a different instance of the same zone. And of course, that also potentially screws hunting parties who wind up with half their members in the wrong instance with no way to correct it in a timely manner.
