It's random, some people are able to get in others aren't so lucky. I got in around the same time others were announcing they couldn't get in. Nothing with data centers just luck. The best advice I can give is to just keep trying. I waited about 5 minutes tried again and got in. However the problem now is queue never ending. Sometimes you can still get in if you cancel the queue but usually not.
There is no potential fix on our side. It's a bandwidth issue. Case point: I had no problem connecting this morning but this evening, I keep getting those 2 errors one after the other. It's simply the datacenter that cannot handle the incomming connection requests.
Everyone is paying to play, and I haven't been able to log in properly in the last two days, two days I won't get back.
People are trying all sorts of random things, but the fact remains... getting in or not is effectively random. 2002 error means that the data center has reached its connection limit and isn't letting anyone else in.
Kinda predictable when you have all the highest-population servers on one damn datacenter.

I've considered transferring until things settle down, but with how things are now I figure theres a good chance something would go HORRIBLY wrong and I'd be worse off for it.
So I wait and continue client spamming until I get in. lmao
Seems like free transfers from overpopulated worlds would be kinda a no-brainer at this point.
so switch data centers did not fix it for me but deleting the ffxiv_boot.cfg and ffxiv.cfg
seemed to fix it and i acted like a fresh install though gonna see if i can isolate a setting that caused the issue
edit1: the files are located under my documents/my games/<ffxiv folder>
ever since i switched my dns to google's i have not had this problem anymore. the link below shows u how to do that.
