If SE were to add Time Mage, give your input or ideas as to how it could work?

When reading another forum post here, Yoshi-P talked about support jobs and how it would be difficult to include them because they would either always have to be needed or they would never be wanted. They listed a few jobs that were talked about a lot and Yoshi-P stated that the next job would surprise players.

Time Mage would be an amazing job to add in my opinion, but I think it would partially be under the support role. How would you go about implementing a job like this? What abilities would you give it. How would you solve the problem stated by Yoshi-P above?
