Lol are you serious? Sometimes queues can be as long as an hour and you expect people to give up their loot and queue again? That doesn't sound very decent at all. The person who joined did contribute to the run by helping to refill missing slots. If the group wants to start a fight with less than 24 people then they shouldn't queue for more people in the first place. By queuing up they give a player a chance to join in and roll in exchange for that player being there for the remaining encounters. My point is that OP should be blaming the group for queuing up when they clearly didn't need any more people, and not the person that didn't choose to be locked out. It's called common decency. There are humans behind the characters, and someone who thinks it's okay to join halfway through the last boss while the gate is up and roll on shit while having 0 contribution to the whole run is not a very decent human being. It's not difficult to wait out the last 5 minutes, if that, of the dungeon - leave without rolling and let the people who actually did something have a chance at winning, and queue up again afterwards.

I'm sorry but this is not how the game is the designed. The point that you and the OP are trying to make just does not work while using the duty finder. It's pretty much exactly what Reinha said. That person was waiting forever and got lucky with a queue only to get the drop they wanted/needed immediately. Everybody wants loot so giving it up just because they used a function that was DESIGNED BY THE DEVELOPERS to help fill missing slots in the group does not make any sense.
Your opinion means absolutely nothing to anyone. There is a perfectly viable solution to the OP's problem and if you think your opinion makes that magically disappear or makes the words you type somehow valid I have bad news for you.
(It doesn't.)
