I don't think they really *want* healing to be hard. Most MMOs have a tank/healer shortage, and part of the reason both of those roles here are simpler relative to the DPS classes is to make the barrier for entry lower.
That is actually a sound reason. Mechanically dps is harder right now but healing/tanks have more responsibilities on their shoulders.

This is a terrible idea..... healing is a very finicky thing. It is reactionary to an extent- you don't heal your party if they don't take damage. Sometime even knowing a fight well damage can happen unexpectedly. Forcing extra overhealing just to set up for some combo later, possibly only to have that setup wasted, is a poor model. See-every complaint about mistweavers in WoW.
Procs are the healer version of combo I guess. A nice perk but not something we should plan on, though it can either be taken advantage of or end up being wasted....I swear I always get my freecure proc on my last cure to get someone near full. Or right at the end of a pull.
