SE could pay some no-names to do the voices and pay them peanuts. The no-names get vital VO experience, and they wouldn't be too horribly expensive.
Also have the option to have no VO.
Also have different emotional dialog like, "sassy", "angry", "arrogant", "funny", etc. to give our characters the personality we want them to have. Of course these options won't change the story in any way.

I will admit, if there was to be voice acting for the WoL, Bioware's way would make me the most happy since it would also let us have some manner of control over the personality, though for some it would be limiting of what they think of their own character right now. The biggest problem if they were to go that way would be, if I'm correct, Bioware owns the way the dialouge wheel works, though just reversing it would be enough. (Thats how Xcom: Declassified got away with using theirs among other things, though it also shows why it might not be best to go down that route, medicore game it was.)
That said silent protagonists aren't neccesarily a bad thing as well as being rather common even to this day, especially in MMOs. I don't see it changing, though I would like there to be dialouge options...

This game has a lot worse problems with its story than this... this isn't even really a problem...
Funny thing is bioware has done voice acting in swtor and budget was expensive because of it. If you guys fail to understand that if square we're to do this they would have to go back and re do lines for 2x and that would put strain on everything else. They barely have enough time to bring content out as is. There are cutscenes that should have voice acting for the npcs be they didn't have time to record them either. Voice acting is great and all. But if we get content push back because of they have to record the script I think everyone is going get annoyed lol.

While I think adding voices for every dialogue would be overkill given how many voices are present in the game, I would have liked actual CHOICES in the game. In Guild Wars 2 our personal story actually felt personal because we actively made decisions which affected the outcome. Here it's very railroaded, and as a result our character feels like a bit of a tool.
We don't even take an active stance when people we care about are in danger, nor even preemptively strike people we know to be evil. They're a blank slate in the worst possible way. I get that the idea is to allow us to project our own personality onto our characters, thus they have to be devoid of one, but it just reinforces the concept that we're too stupid to do anything besides blindly follow quest markers.
If there as a quest-giver who said to assassinate the three city-state leaders, our dutiful adventurer would probably do it just for the experience.
The game doesn't need voice acting, but it does need choices. Currently i hate my character in the main scenario he is such a idiot that it hurts my head. There is a reason Bioware games are popular. People like the fact they have choices in their stories and it actually feels like their character even though the story in the end is the same. At this moment the character i made doesn't even feel like my character because SE just says make the character then after that its their character and they do what they want with it. The argument of people complaining about the options can easily be solved by "..."

Uh... the person you quoted specifically stated that there should still be an option to have no voice overs. What's your reason for saying no to something that a lot of people would like, and wouldn't affect you if it were added as you could just continue voiceless?
Pillars of Eternity, while not a BioWare game, also does the choices thing completely right. Your character has no voice in dialogue, only in combat. In dialogue you have text-based decision making, and it feels great. They could do the same here - minus the "your decisions affect the outcome" part. But at least our decisions could affect the emotes our character does in certain situations and stuff like that. The current model of "storytelling" is really lame. Watching our character do stupid things and never take any proper action during cutscenes is pretty painful.The game doesn't need voice acting, but it does need choices.
