MSQ Questions (MAJOR Spoilers)

So I recently finished up the MSQ, and there are some things I'm trying to wrap my head around. I figured I'd check with you guys to see if you could help my understand.

As far as I know, by near the end of the MSQ storyline the 3 leaders knew Ul'Dah was compromised one way or the other, and that people were plotting at least against the Sultanate.

Raubahn (may his arm RIP) had this whole little soliloquy about how he knew they could hear him, implying that he knew the Monetarists' ears were everywhere and that secrets rarely stay secret.

So with that in mind, why, why, WHY do the leaders insist on continuing to have all of their major meetings in Ul'Dah? It's like they're saying "Hey! People plotting against us! Here are our plans, take them pleeeeaaaase!"

It's a leap of logic that I'm struggling with. Sure Gridania and Limsa Lominsa have their own fair share of issues, but a lot of it seems more external than internal (i.e. troubles with beastmen).

And if the meetings were taking place in another locale, it would have made the Monetarists' plot at the end at least a little harder to pull off.

TLDR -- I don't get, plz halp T-T
