These auto-silenced accounts could be flagged for a quick check by a GM and if it turns out to be a legit player who wasn't spamming, the ones who falsely reported the person get a warning. If they get caught falsely report-bombing somebody again, they get a temp ban.
Make it a high number of reports required for auto-silence, say 20-30 reports over the course of an hour - that way it won't be triggered by accident, only by the person in question being a spammer, or the reporters committing harassment.


Then you would endure a brief suspension after which they would endure a ban for misusing the reporting system (which is already a standing rule for the GMs). Any countermeasure can be misused, but that's not a reason to not have a countermeasure.
