That's just one of the many examples to show that this idea is BS.
It can be such that the claim system works differently with different styles of monsters (normal vs NM for example).
This is actually currently implemented to some degree - it is possible to heal/buff folk who are in combat with standard monsters, but if you attempt to heal or buff someone outside your party when they are engaged with a NM it tells you that you can not as they are currently engaged with an enemy.

This will not be an 'all or nothing' implementation, they don't just flick a switch and get the programmers on it because if the issue has occurred to you, it most likely has occurred to them and they have to develop the system (not just program it!) from the ground up to work and prevent situations such as that.

A knee jerk reaction to everything they announce, as if they haven't thought about it is always a bad idea.
