So SE just need to add "group with cutscene watching" flag option in duty finder. Problem solved

This way ppl can pair with first timers either via DF easily or PF

Yeah it seems to me the single best solution would be education.

Add a party finder active help once people are caught up to CM.

When would you add the active help?

All DF content has cutscenes. Most can be speed run. So add option to duty finder to pair ques based on ppl who wish to play speedrun or ppl who wish to play slow to normal progression.

As for splitting df like that, that could be a serious recode undertaking... not sure how viable it would be.
