Oh no not at all. If it's any less damage than that, nobody would bother to duck, and it'll be all on the healer to "just heal through". You know, like the Bone Dragon adds? I applaud how the stomp damage is balanced. An iLv 110 tank could easily survive a stomp, an iLv 110 healer could, too, but it will be close, with weakness? You'll get one-shot. That is just perfect.
I'm pretty tired of all the one-shot mechanics in the game, personally. DPS checks are one thing, but dying to unmarked aoes due to a simple misstep is something I don't feel belongs in mission progression.

Also, regarding Bone Dragon, I actually don't see all that many groups taking the full on suicidal attack approach.

It's trivial to avoid the feet. It's always the one behind that is going to move to the front. You know, like how human beings walk. Left, right, left, right,..., there is no excuse to getting stomped by Vishap.
Human beings are enormously oversized and walk on four legs? That's news to me.

Part of the problem here is that I lose track of which direction he's going in, because he occasionally stops and starts moving. If it was continuous movement it would be another story.

Ma'am/Sir, you need to spend some time playing Dwarf Fortress. The original version of DF.
Not my kind of game.
