It's not fair to them or the active community to have people still on, lets just say a, 'WE NEED and AH NOW!' rant if that is merely people who haven't played for months. However, if the same rant comes from a player who's been actively playing, then it should hold more weight with the devs. This is one way to set the forums up to gather responses, comments, complaints and kuddos from the current in game community.
Also, it does force those who've been heckling from the sidelines, to log in and hopefully, check it out for themselves. While they can log in, log out and get access and some might, others after waiting for the uber downloads they have to get through will probably at least consider checking the new changes out and seeing if they like it now. If even 10% of the 'trolly-neigh-sayers try out the game after logging in instead of logging out real quick, and end up liking it overall enough that they play 2-3 times a week, we will have all gained something.
Besides, while it's f2p currently, people who haven't kept up with downloads will have some serious time spent just to do that and that alone MIGHT deter the less-motivated. So sure, they wouldn't have to keep up subscription fees, but they would have to keep updating as the patches came out...and sooner or later, that would get old.
And while there might be a portion of the community that can't play now (PS3 peoples for example) and this in essence locks them out of commenting, they can still keep up to date by reading the posts and checking out the lodestone forums. Also, other sites won't have the same restrictions, so they will still see some of the raves and rants about this game. But as of now, SE is using these forums to improve the game. It only makes sense that they want to hear the opinions from those who are actively playing and therefore best able to praise and diss what's been changed.
