The more I think of it, the more I believe the reason for the holdup with preorders for the physical CE in Australia is not because of EB Games or SE, but our stupid federal government - specifically, the Classification Board. Before a game can be legally sold in Australia (even preordered), it has to first be submitted to the censors in the Classification Board for approval, a process that can take a lengthy amount of time. Now, the standard edition has clearly been approved, but the CE hasn't yet (as shown on the Heavensward teaser site if accessed from Australia - images of the the standard edition have an Australian Classification Board 'Check Classification' placeholder rating on the cover, while the CE cover just has the European PEGI rating instead.)

So why the holdup? The answer to that, I suspect, is in the CE package itself - namely, the bluray disc included in the package that features main scenario cutscenes from ARR. No doubt the Classification Board actually needs to check this to ensure it can be allowed into Australia (presumably regarding it as a 'film' - films being classified under a slightly different system to games), which naturally holds the whole thing up.

Of course, I have no proof that this is indeed the case other than speculation, but bureaucratic red tape is as good a reason as any.
