So I finally woke up from hibernation (Gold Saucer), and I've become quite rusty when it comes to my DPS. I don't know why, but despite getting a Zeta Upgrade my DPS is barely higher than it was with just a regular longinus. Does anyone know how much DPS a non-crafted BiS DRG do? On each turns of FCOB and a Dummy (around 4ish minutes with or without a partymate). Just need it for comparison's sake, as I'm only doing 600 on a dummy with a party and as far as I can tell some people do a lot higher?

That is all dependent on what attacks crit. You could achieve 24% crit and have majority of the crits be comprised of your lowest potency attacks and come out lower than a run that was 22% crit comprised of majority of you highest potency attacks. In short there's no real way to say you will gain X amount by increasing your crit by X%. It will usually be a gain, but it largely depends on what attacks crit and what doesn't.

It's about 0.42% PPS increase, per Crt%. (For DRG at least)
lets say your dps at 22% crit is 400 damage
type this equation to wolfram alpha
x * (1 + .5*.22) = 400
where x is your unknown theoretical no crits dps (if you could somehow stop critting), your base dps should be 360.36
now do it the other way
360.36 * (1 + .5*.24) = y
y is your dps at 24% crit, now you do 403.603 dps. so going from 22% -> 24% will increase your dps by 403.603/400 or .901% increase in damage, almost 1%

I currently use legacy controls and I rarely lock on (though I've been trying to do that more since leveling a MNK.) Is auto-locking something everyone generally does, or would I be better off using the standard control scheme to maximize my auto attacks and mobility, and if I did, would I notice a substantial increace in my DPS?

I use standard type controller setting, used to use lagacy, the way I learnt it was go titan ex, it teaches you to move fast and dodge in many directions. It surely increased my DPS by decent amount, but hard to say how much, personally I wouldn't recommend using lock-on as standard can do the exact same thing and give you faster reaction for dodging.
