So if the recommended rotation (without oGCD skills) is HT > CT combo > Phelb > FT combo, then what about burst rotation for adds?
There are different kinds of adds, some that die so quickly you can barely pull off a FT combo, and then adds that have more health, but die before or soon after you finish the full rotation... 15 seconds of CT gone to waste = what do?
Usually I use HT > FT combo on adds that die quickly, or HT > Phelb > FT combo on adds that take more hits, and if they aren't dead yet, I start another FT combo that I may or may not be able to finish.

General Rule of thumb is that HT - > Impulse Drive -> Disembowel is the preferred opener. What you do next depends on how long it will take to kill the NPC. All it takes is 4 whole GCDs, and a Chaos Thrust is worth more than a Full Thrust. (35*4)+250 = 390 vs FTs 360.
Opening with HT always:
3 GCDs: HT -> ID -> DIS
4 GCDs: HT -> TTT
5 GCDs: HT -> ID -> TTT (or TTT -> ID)
6 GCDs: HT -> ID -> DIS -> TTT
7 GCDs: HT -> IDC -> TTT
Of course it isn't as black and white as this... As usually, you'll want to try set-up combos if you have additional adds to kill. For example, if you have an NPC that will die in 4GCDs, but another one afterwards, then it would be best to do HT -> ID -> DIS -> ID -> Switch add -> DIS, etc.


Its pretty easy to check (ignoring HT modifiers for now)
TTT does 150 + 200 + 360 = 710
ID > DE > CT = 180 + 220 + 250 * 1.1 + 35*5 = 850.
So even disregarding DE buff, IDC does more damage than TTT after 15 sec. In fact the breakeven point is ... 3 seconds.

Dragoons are always thrusting. The "i don't care" combo and the "triple thrust" combo.
Even if it's a sweeping or slashing motions, it's a thrust.
