1) the quest should be level 40 if it's a) going to rely on decipher, and b) just going to spawn level 38 mobs. Nowhere NOWHERE does it say that you have to team up with a higher level character, and having level 38 mobs spawn on a low level character who can't even decipher the map is just cruel and silly.

Actually; the help text after you begin the repeatable says that it encourages you to team up with other players.
