As someone who was at Fan Fest I can confirm that Yoshi said that anyone can unlock and play any of the new jobs as soon as they buy the expansion. That means there are no unlock requirements beyond owning the expansion. If a new player can unlock these jobs with ease there is no way they'll start at a higher level.

I think it's also worth pointing out that we may get some new lower level areas in the expansion. Unlike typical single-class MMOs the multi-class leveling system in this game lends itself well to seeing new content added at all level ranges when they add new jobs.

I can definitely see something like the above happening, otherwise perhaps a transport service to Ishgard will become available from the starting cities and is what makes it possible to unlock it prior having another 50.

This was specifically said at the London fan fest. No ulocks, no getting to level 10. Just own the expansion and you can start as a Dark Knight.
