I disagree. It's not like raids only want people with relic weapons right now. There's several alternatives. The perk idea becomes a balancing issue. Something like this would cause raids to only want those people with that perk.
As to the idea that the 2.0 relic quest line would be hard for new players, it would be. Trying doing content that almost no one is doing anymore. Could the whole process be nerfed into the ground to compensate for this? Yes.
While I agree that many players worked hard for their relics, I do not agree with the desire to continue the relic into the expansion.

A weapon that has a chance to do double damage is pretty big. Can you imagine that on a BLM? Pretty sure that hardcore raiding guild push for every advantage now, this would only encourage it more.
That being said, I am not against the relic weapons gaining procs and unique statuses like they had in FF11. If they made a quest that adds x proc/status to the relic, that would be great.

Yeah - I agree for BLM that would be overpowered. I merely provided an example. They could be job specific perks or what-have-you. And you're right - it obviously can't be "too" big of a benefit that it makes the perkless relic irrelevant. I think item level / DMG are the most important factors. As long as new players can jump right into 3.1 and earn the most powerful relic I think the problem is solved. Then you tack on a small perk for those that completed the 2.0 relic - and you make everybody happy.A weapon that has a chance to do double damage is pretty big. Can you imagine that on a BLM? Pretty sure that hardcore raiding guild push for every advantage now, this would only encourage it more.

I share your unhappiness in this regard. This however, does not apply to the discussion at hand.
A perk like you have suggested would likely cause more problems. While it may make the persons whom have completed their relics happy about an added bonus, it will make those of whom have not, for whatever reason, unhappy. Like I said, this would be entirely different from SE adding a series of quests that add job specific procs/status effects to those weapons.
