Not entirely true. The mob has a finite amount of hit points, so a finite number of people can get full credit.

It's based entirely on threat after you hit it. A few healers spamming medica/medica2/cureIII (after they hit it with 1 aero) in your party and you'll be hard pressed not to get full credit. Even better with WAR/PLDs executing their highest threat moves (with unchained+berserk or FoF active).

If I'm in a group with a couple tanks and a couple healers, I always get full credit on As that were only alive for 4-5 GCDs.

Yeah I remember when that was a thing... someone finds a hunt mark solo or with a small party, zerg comes along and someone takes it over and resets it, and the person who found it ends up with 2 allied seals. The whole system just sucks, the fact that this whole discussion is even happening (over who can get credit for doing something easy) should be a sign something's wrong... they might as well just spawn a random NPC that gives allied seals to the first _ people to talk to them.

It's like going to a classroom full of 24 kids with a box of 12 ice cream cones to pass out and telling them 'free ice cream for whoever can clap their hands together.", giving the box to one of the kids to hand out as they see fit and leaving. And then showing up the next day wih another box saying 'Oh sorry we realize there weren't enough for everyone so here's 12 more.' and then handing the new box to that same kid to pass out.

It's actually worse. It's like walking in with 6 ice cream cones, handing them out to the first 6 students to raise their hands and then telling the class that every one gets an ice cream cone if and only if all 6 of those kids sit there with their ice cream cone for 3 min and don't eat it.
