Ulda'h is crowded with beggars, refugees from different places. Ulda'h being the richest of the 3 Cities, most of the survivors of Bahamut's wrath gathered there. When Ala Mhigo fell, the refugees went straight to Ulda'h. The city is so crowded with people in need, that the Ala Mhigan live under a rock in the desert... And well, Ulda'h is kind of racist on top of that.

Could the city really afford a new wave of refugees ? Moreover, helping them in any way, woud that be fair to the other struggling to live in the streets for years ?

He did side with Lolorito, but not for the same reasons. (whereas Teledji "helped" them because he needed them...)
