Go out to the desert in Southern Thanalan when it is dark out (and preferably clear skies).
At work so don't remember the coordinates, but skirt the west side of the map. It isn't too far south of Forgotten Springs. Look out into the distance (unexplorable map area).

Yeah that sounds like it!
Lots of purple spotlights and stuff. There is actually a hole in a mountain (rock?) formation right before the unexplorable area opens up to be seen more fully, where you can juuuuust see the lit up cactuar.
From Godbert's point of view (And yes I saw him in the Syndicate meeting as well, not Mr. Hood) it may have been "I'd like to help the Domans but I can't help the Alamhigans as it stands. It wouldn't be right to help these people and ignore the ones that have been here for 5 years with no aid from us."
From a political stand point it may actually be likely that that was how most of them were thinking (Other than Lolorito who thinks all outsiders need to go die in the desert and leave him to enjoy his luxuries in peace). Even if some or most had wanted too (I think Godbert stayed but I'm not sure) they couldn't in good faith help the Domans when they had spent 5 years largely ignoring the plight of the other refugees.
So it was simply a bad political move. The entire reason the Prince wants the Domans and Alamigans to inhabit Carteno is so he can use them as slave labor to uncover Omega which he probably intends to use as a war machine to conquer both the Syndicate and Sultanate alike. "Today Ul'dah, Tomorrow all of Hydaelyn!!! BWAHAHAHAHAHAHA!!!!!!!"


So we have Godbert and Raubahn as the "good" syndicate members and Lolorito and Teledji Adeleji as the supervillains. Where does that place the other two (the Roegadyn mining boss and the Lalafell in yellow)? They hardly get any screentime or mention.
The Lalafel in yellow is Dewlala of the Milvaneth Sacrarium, counterpart to the Ossary. Don't know much about them except that they imprisoned the Black Mage quest guy and are related to the Nald'thal stuff.
The miner is Fyrgeiss, lead of the Amajina & Sons Mineral Concern. We don't interact with them much directly, but we do encounter their vice foreman Deep Canyon, and his son Wide Gulley, during the Miner's Guild quests. Arrogant and corner-cutting hard drivers, prone to using others to settle a vendetta, but ultimately honorable.





It's also possible (most likely) that Godbert was one of the Syndicate members to financially support Alphinaud and his Crystal Brave program.
