Then people would just stop playing and unsubscribe until the next major update and Square doesn't want that happening.

The next major update is the expansion. 2.51 is the golden saucer. No content there. 2.55 is the final part of the 2.0 story and the lead up to the expansion. Probably an hours worth of content there.
