For OP. what you are seeing is that mobs have higher physical defense than they do magic defense.

So although Garuda's Wind Blade has 100 Potency and Ifrit's Flaming Crush has 120 Potency, Garuda's Wind Blade does a whole lot more damage.

But yeah, like others have said Ifrit + AA > Garuda
