I think you got the % wrong.
For grade 4 materia it should be:
First meld 100%
second 29%
third 16%
fourth 10%
fifth 6%

Going for bis melds (Det4, Acc4, Vit4 x3), on my server the avarage cost would be around 6m for each piece, 30m for total set.
I'm personally going with the VIT ones for my PLD, not that i like parry but i probably like ss even less for pld, and the cost of STR materia is way less than VIT
