See, they DO know. They'd have to be blind not to. They have at least three community managers (EU, NA, and JP) all telling them this. Their CS staff is receiving regular reports about this, and their staff that actually PLAYS sees it on a regular basis.
The problem is, squashing them is like squashing the worker bees. The longer these bots are active, the more transactions they do with compromised accounts and RMTers, and as evidenced by a whole slew of them popping up IMMEDIATELY after SE dropped the banhammer on 7000 of them, just banning them will cause them to fire up MORE accounts and do the same exact things.
Thus, they ban them with a large net, rather than a single fishing pole.
Just saying, but if they were just doing what you mentioned there, and nothing else (RMT actions) this isn't against ToS at all, and is perfectly acceptable. just because you don't/cant/too lazy to do it to make gil, doesn't mean it shouldn't be allowed. its just selling the gains for real money that is not allowed.
