No it isn't. It can drop every time and you still have to win the roll against anyone else interested in it, which can be the other 23 players.

If it drops every single time then it practically is. Within a week everyone who wants one would have it done.

I didn't say it would be instant, but it will be very fast when you can get on guaranteed.

And why should it matter if it's a sure drop? I don't see anyone complaining that sands, oils and UATs are guaranteed drops from the last 2 bosses.
