Oh I've "figured out" when people need paeon, t10 is after second adds and t11 the Nin asks around when adds start if I can paeon after we kill our nodes and kill the egg, at which point I paeon my mp out then save up mp for foe. Our nin has no issues with tp that he's vocal about even with alternating Goad between me and the Mnk and tanks whenever they ask for it. And yes if the tanks ask for Goad and it's not available, I do drop things to play paeon only to be told not to, don't worry I'm not heartless about my singing. And yes I did at some point know exactly when my melees needed tp back in second coil I, but I've changed statics too many times now.
Same config here with our group. They don't appear to NEED Paeon in any fight to do excellent DPS, but I am more than happy to give them a little on the first two bosses at least. I've experimented with zero Paeon, 1/2 a bar of Paeon, and full bar. Foe's only appears best for t12/t13. On t10/t11 it can go either way depending on group config. For our config both Foe's only and 1/2 a bar for Paeon offered similar raid DPS results.

I usually use it at the time most convenient for my CDs for t10 & 11. That is roughly after I hit around 1000 MP regenerated after the opening Foe's. Might be 2 1/2 minutes in? I forget exactly. I'm sure both ways work out similarly in the end. I've even tried a full bar of Paeon, similar effect to using Paeon twice. That ended up being a raid DPS loss. Melee did not gain and me and our BLM lost. Melee actually complained that they had too much TP at the end. So really inefficient use of BRD utility.

t12 and t13 they don't want Paeon at all as it appears to be a raid DPS loss. I can see it maybe being useful if the group is pushing 5 Bennu, but for groups that push 4 there is really no need. And there are plenty of breaks in the 2nd half of the fight. Plenty of breaks in t13 too. We've found using Paeon to be a DPS loss in t13 with our config.

I do plenty of pugs on my alt as well. There I try to be more generous with Paeon as to reduce any potential bickering from people I don't know/normally play with, but the t13 I did last night with double MNK... I asked them about Paeon, and they also did not want it. We pushed into divebombs quickly enough that even without a NIN for Goad the melee did not want/need Paeon. WAR said he might lose a few DPS but not as much as the BRD + BLM gain.

Luckily this week I get to see how my TP is with the Dreadwyrm bow as it finally dropped last week. Ended up dropping 73 skill speed total last week. Looking forward to tonight.
