Yay for gambling laws!
Still not going to get my hopes up. If I stay pessimistic then I wont be disappointed if they find a way to monetize at the last moment.
Except that we don't know if they will be linked or not, it will be an in game mini-game and a phone game, which in one case is a P2P, putting cards in the cash shop would be really bad considering there are tournaments and stuff like these, cards games are serious business.
But still the gambling law wouldn't apply to the triple triad, unless you would need to pay to face some NPCs which would be stupid, but it would have been about the gold saucer being gated by real life money or the classic real life money treasure chest in F2P where the reward is random, which is even worse than a cash shop, even if it's just vanity.

The positive I take from this (not a big positive but still one none the less) is that they were forthcoming about why there's no paywall in gold saucer. They could have easily have made it seem like they had never even considered a paywall in the first place.

the part regarding the laws was what they actually said.
The logic being you don't have to put all of them in the cash shop. Could easily just have the "Premium" Cards in the cash shop. Maybe a Minfilia Card, or Odin Card from the cash shop for 5.99 each... but the other 78 cards would be available to obtain in the Saucer. You know, like Metallic Dyes and Minions. But hey, you're so right about one thing... it would be counter productive. But to think that its just our imagination or we were being paranoid? No, SE is a business, not a benevolent overlord, they'd of cash shopped as much as they thought they could get away with if not for those laws. The prizes exist to bring the players to play the mini games. Nobody would visit golden saucer if there is nothing to win.
Putting the prizes into the cash shop would be counterproductive.

You know this industry is going bad when people praise companies for not screwing them over.
It's like the people praising ubisoft for fixing bugs in Assassin creed unity

People are never happy here on the lodestone unless they are bitching about something. This is why we can't have nice things ever. Because people will bitch about it in some way, shape or form.

To be fair, he counted the cash shop minimal parts of eternal bond as separate items too. You're counting there minimal items that are part of the zodiac quest, bug fixes and balance changes (since when that can... sorry... should be sold on any cash shop...?), and even then it's resulting in a whooping 21.54%. I guess I'm not that far off, after all, if we count the CORE parts of that patch. Because good luck selling bug fixes, balance changes, and items with no use by themselves in any cash shop without getting all the playerbase to riot.
Condense it and the cash shop vanity stuff for eternal bond is much lower percentage of the patch as a whole.
