5% over a very short few seconds isn't as OP as you think when the cost is 200TP. No BRD will be spamming this shit because in long fights it will just rape your TP resource and any gain would probable be negated when you have to recover it via Army's Paeon. You would probably have to evaluate carefully to see if there are enough trash/adds and whether there are enough downtime to regen TP to warrant a use of it at all.

450*1.05+(425*1.05)*2+350*0.85+(200*1.05)*2=2082 DPS
450+425+425+350+200*2=2050 DPS

Not factoring in the possibility that the BRD has to sing regardless of RoD usage. If so, Bards WOULD have to use RoD all the time.
