When assuming between malice and stupidity, I find it best to go with the latter. Admittedly, assuming that the designers are ignorant isn't much better.How convenient that the premium versions don't include a pair of bracelets and that they're actually being sold individually and both need the exact same version of the bracelets to proc that specific wedding tier in the first place. Surely it wasn't done intentionally to catch people off guard and cause unfortunate situations such as these, where the buyer has to pay even more, surely it's just yet another misunderstanding like housing prices.
I also hope the OP and others get what they paid for eventually, either by refund or gettig the items back.
On things that needs agreement and money involved, it will be great the payment on mog station being processed only when both parties agreed to same level of purchase.
How I see the things (imho):
1) one of the two players will initiate the process on mog station, purchasing the desidered couple-related item with the given character s/he owns
2) the system ask the character name and server of her/his partner and makes the checks (same server, etc)
3) the payment is processed but kept on hold (as the car rentals or hotels does, they "block" an amount but without charges, and then charge the sum when you put the car back or leave the room)
4) the partner player goes on mog station and a notice tells him/here there is a suspended payment for the couple item
5) the partner player can decide if agree or not
6) if not agree, purchase is canceled and the first player is not charged (the on hold sum will be released without charge)
7) if agree, s/he will make her/his own part of the purchase, and both sums will be charged at same time and transaction finalized

While I have no direct experience, from what others are saying on this page:So here's a couple of questions.
Mount is supposed to be awarded upon quest completion. Do the people who paid get the mount upon completion if their partner opts for the free version? Do the dresses for the paid option get added in at that time as well? How about the guest gifts that are included in the paid version, do any/all guests still get those? Do just the 40 guests invited by the person who paid get them? Do the people getting married also get one of the guest gift minions, or do they have to attend someone else's wedding to get that?
If one partner pays $0 and the other pays $20, both partners get a $0 wedding. No one gets ANYTHING from the $20 level before, during, or after the wedding, including mounts, minions or anything else. The $20 paid goes into a black hole. You get NONE of the Platinum extras.
Bottom line: Make sure you and your partner agree on the type of wedding before tying the knot, and before either partner buys a wedding at any grade, and THEN buy only the grade both partners agreed on.
... wow, thanks for posting this! I thought, like many others, that it only referred to the ceremony as downgrading, not the rewards too. I was going to get the platinum and my wife was going to get the gold, but now, looks like we both have to do the same. That is NOT clear on the site and NOT said anywhere on the site. Everywhere it just says the ceremony will downgrade to the lowest tier, which is very different from the rewards. We don't care about the ceremony - we already had that in real life. I just want a fancy dress.
Since $40 is too much to pay for a glamour item, I'm "glad" SE has decided to allow legal RMT to take place. I have tons of gil - guess where I'll be spending it? Also, maybe if I can find some gullible people, I can make some gil off the new cash shop legal RMT. Buy 10 metallic dyes for $10, sell the dying of items for 1m gil each, then buy promise wristlets for 5m gil each. $10 to get $40 of content - that'd be sweet!

As has been said, there's a warning on the site intended to prevent people from falling into this trap, and there may well be legal jargon buried somewhere that immunizes SE from indictment when folks ignore the warning. However, the fact that this thread exists indicates that the warning may not be clear enough. If SE gets enough complaints, they may start issuing refunds, and maybe eventually fix the problem in-game (either by allowing different-level partners to receive different-level rewards, or by restricting weddings ONLY to partners at the same level).
In the meantime, be aware of the problem, and plan accordingly.
