If one person wants to pay, they should receive the bonus items, just not the fancy ceremony.
It's uncool to force both players to have to pay or one to forfeit their reward because the other doesn't want to pay.

Agree with this. At least the person who buy gold/platinum can get all their items before ceremony (except the ring) but the ceremony itself follow the lesser one.

wrong concept, BOTH dont need to pay. One can buy BOTH and give one to the loved one, it just needs to do it before starting the quest for the EB and before buying the second one.
so really..only one paying is enough..but it needs to be bought in duo pack..

How convenient that the premium versions don't include a pair of bracelets and that they're actually being sold individually and both need the exact same version of the bracelets to proc that specific wedding tier in the first place. Surely it wasn't done intentionally to catch people off guard and cause unfortunate situations such as these, where the buyer has to pay even more, surely it's just yet another misunderstanding like housing prices.

When assuming between malice and stupidity, I find it best to go with the latter.
