Meanwhile, I've farmed up every item from SCoB (in addition to every item from first coil 6 months ago at the start of 2.2) using the idea that clearing it means you're experienced and using that crazy idea to build parties with pugs that go on to kill the thing reliably.

Come back when you have some sort of significant experience at building successful parties if you wish to continue this debate. Until then, practical experience dictates that people with clears are typically going to be more experienced than those who do not have a clear.
